Water Resources Engineer

The Water Resources Engineer is responsible for providing flood/erosion control recommendations and other water resources assistance to the public; evaluating development proposals, designing and implementing flood/erosion control projects, and other projects requiring engineering input; and related engineering analysis, surveys and reports.

DUTIES AND RESPONSIBILITIES:

  • Plans, designs, coordinates, and carries out water resources/shoreline management/flood and erosion related projects and studies; coordinates modeling for preparation of floodline and erosion limits mapping; and prepares related terms of reference, technical reports and studies associated with Water and Erosion Control Infrastructure and similar programs, and performs on-site decisions as to modifications to design and procedures

  • Provides ERCA’s primary engineering related advice and designs and coordinates compliance with a broad range of Provincial and Federal legislation for ERCA, private and public projects and development proposals

  • Develops and provides input and guidance on a day-to-day basis for selected stormwater, low impact design, and other related water management projects

  • Meets with and provides advice to private landowners, municipalities and others requesting assistance in flood control, erosion control, or other water resource concerns. Consults and liaises with other agencies and municipalities, coordinates input and advises applicants as to requirements and modifications to development proposals

  • Reviews applications and development proposals under Conservation Authorities Act, Planning Act, and similar legislation, and prepare comments/recommendations based on technical evaluation and ERCA policies, and perform related tasks including site inspections and liaison with the public, municipalities, and other agencies.

  • Provides input to ERCA and municipal policies associated with flood and erosion, shoreline, drainage, stormwater/green infrastructure, and land use planning regarding a broad range of engineering and resource management issues based on Provincial Policies and relevant legislation and best practices

  • Monitors flood conditions and provides advisory and liaison services and acts as Flood Duty Officer on a rotating basis in accordance with ERCA’s Flood Contingency Plan

  • Enforces regulations under Section 28 and 29 of the Conservation Authorities Act

  • Recommends, prepares and monitors budgets, funding applications, schedules and work plans for select water management projects/programs

  • Prepares reports, technical drawings and maps, and carries out field surveys for related projects and activities. Collects, compiles and applies scientific analysis/interpretation/models to water resource data and maintains related files

  • Directs and supervises staff as assigned, including scheduling, performance evaluation, and recommendations pertaining to selection, promotion, and discharge

  • Performs other related duties and responsibilities consistent with the position as required


MINIMUM SKILLS AND QUALIFICATIONS

  • Degree in Engineering relevant to the position (i.e. Water Resources, Civil, Environmental, etc.)

  • Designated as “Professional Engineer” (P.Eng.) in the Province of Ontario

  • Expertise with a broad range of watershed management and shoreline management initiatives

  • Proven ability in planning, designing, managing and implementing a variety of water resources projects and programs

  • Proven understanding and knowledge of current hydrologic and hydraulic models and modelling applications

  • Proven organizational and project management skills. Demonstrated proficiency with MS Word, Excel & Outlook at an intermediate level

  • 5 years relevant experience in water resource engineering

  • Must possess an MTO Class “G” Driver’s licence in good standing

  • When the employer determines and as appropriate, may be designated as the license holder of the Certificate of Authorization, Professional Engineers Ontario.

  • Excellent oral and written communication skills


WORKING CONDITIONS

  • Typically M-F 8:30am to 4:00 pm. Evening, weekend and holiday hours may be required. Attendance at evening meetings (Council and otherwise) and overtime on short notice.

  • Hazards and Risks:  Provides flood response which may include working in inclement weather and conditions and exposure to unstable shorelines and riverbanks. There may also be risks associated with inspection and enforcement related site visits and interactions.

  • Environmental conditions: Work is primarily performed within a standard office environment, and regularly requires periods of visual and mental concentration of 2 to 4 hours duration, prolonged sitting (and associated physical strain), manual dexterity, accuracy and attention to detail. Occasional site visits, with potential exposure to extreme heat or cold, requiring prolonged standing/ walking, negotiation of obstacles, and bending or stooping.
